Abstract
The purpose of this background paper is to provide an overview of demographic, health status, and technology-driven factors that will impact future health care expenditures. We construct a framework for addressing the aggregate impact of these factors on health care costs. In Section Two, we propose a model for describing how the above trends contribute to overall health care expenditures. In Section Three, we provide data on trends in population growth, chronic disease patterns, disability rates, and risk factors. Biomedical advances and disease management changes influencing disease treatment and expenditures are discussed in Section Four. Finally, in Section Five, we address the aggregate effect such changes might have on health care expenditures and policy.
