Description
This project will shed light on the two key reforms contained in the Medicare Modernization Act (MMA): (1) the Medicare Advantage (MA) revisions to Medicare managed care, and (2) the expansion of Medicare to cover prescription drugs under Part D. The project will view these changes through a lens focused on the experiences of Medicare's most vulnerable and expensive beneficiaries, those who are dually eligible for both Medicare and Medicaid, and on the providers who serve them in eleven Dual Demonstration Initiative (DDI) managed care programs. Building on this learning, the project will plan a study of the utilization, enrollment, cost, and outcome effects of the transition to the Part D benefit and other MMA changes for the general dually eligible population. This study is planned for a second project phase under separate funding.
